They are upset that the OCC is issuing national trust bank charters to crypto companies, which they see as a backdoor: these federally chartered banks are exempt from community reinvestment obligations, lack deposit insurance, and have looser capital and liquidity requirements compared to regular banks. Companies like Coinbase and Circle are pursuing this path. On one hand, the SEC wants to open the door for institutions to hold crypto; on the other, the banking association wants to close the door for crypto companies entering the banking system.
