Việc Mỹ muốn đưa Crypto Leverage (Giao dịch đòn bẩy tiền mã hóa) vào “luật chơi” cấp liên bang là một động thái pháp lý lịch sử vừa được Ủy ban Giao dịch Hàng hóa Tương lai Mỹ (CFTC) chính thức đề xuất.
Do dự luật tổng thể (Đạo luật CLARITY) bị tắc nghẽn tại Thượng viện, CFTC đã quyết định chủ động dùng thẩm quyền sẵn có của mình để thiết lập khuôn khổ quản lý riêng nhằm ngăn chặn các thảm họa tương tự như sự sụp đổ của FTX trước đây.
Dưới đây là tóm tắt những nội dung chính của bước đi này:
1. Thành lập danh mục sàn giao dịch liên bang mới
· Khái niệm mới: CFTC đề xuất tạo ra một phân nhóm sàn giao dịch hoàn toàn mới mang tên "Thị trường Tài sản Tiền điện tử"
· Thoát ly quản lý cấp bang: Các sàn giao dịch tiền mã hóa tại Mỹ thay vì phải xin hàng chục giấy phép chuyển tiền riêng lẻ ở từng bang nay có thể lựa chọn tham gia trực tiếp vào hệ thống giám sát đồng nhất ở cấp liên bang nếu họ cung cấp giao dịch đòn bẩy.
2. Siết chặt điều kiện đối với giao dịch Đòn bẩy
Đối tượng điều chỉnh: Quy định mới tập trung nghiêm ngặt vào các giao dịch ký quỹ (margin), đòn bẩy (leverage), và cho vay tài sản số nhắm tới các nhà đầu tư cá nhân
· Cơ chế trung gian bắt buộc: Mọi giao dịch đòn bẩy của người dùng phải chạy qua các Nhà môi giới Hợp đồng Tương lai (FCM) đã đăng ký. Các FCM này đóng vai trò bảo đảm nguồn vốn và tuân thủ các quy định tài chính nghiêm ngặt.
3. Những "luật chơi" cốt lõi bảo vệ nhà đầu tư
· Minh chứng tài sản: Các sàn giao dịch buộc phải công khai minh bạch bằng chứng dự trữ tài sản để chứng minh họ không lạm dụng tiền gửi của khách hàng.
· Tách biệt tài khoản: Tiền của khách hàng và vốn hoạt động của sàn phải được để riêng biệt, tuyệt đối cấm hành vi tự ý lấy tiền người dùng đi đầu tư hoặc cho vay.
· Kiểm soát thao túng thị trường: Áp đặt các bộ lọc giám sát chống rửa tiền (AML), định danh (KYC) và ngăn chặn triệt để các hành vi làm giá, thao túng thị trường, hoặc niêm yết các token dễ bị tổn thương.
4. Cách tiếp cận "Quản lý để phát triển" thay vì "Trừng phạt"
· Thay vì áp dụng chính sách “quản lý bằng chế tài trừng phạt” liên tục kiện tụng như giai đoạn trước, luật chơi mới tạo ra một lộ trình rõ ràng để các công ty crypto chủ động đăng ký hợp pháp nếu muốn kinh doanh tại Mỹ.
· Tuy nhiên, quy định này tạm thời chưa áp dụng mức trần đòn bẩy cố định (ví dụ tối đa x5 hay x10) mà yêu cầu mỗi sản phẩm đòn bẩy khi ra mắt đều phải được nhân sự CFTC phê duyệt riêng.
Tác động thị trường: Động thái này được các ông lớn như Coinbase hay Crypto.comhưởng ứng mạnh mẽ vì nó mang lại sự minh bạch pháp lý mà họ hằng tìm kiếm. Quy định hiện đang trong giai đoạn 60 ngày lấy ý kiến công chúng trước khi chính thức hoàn thiện.

This is entirely feasible when the AI (SI)-integrated robot will have human anatomy memorized down to every cell.
Let's hope for a new era, where with the help of superintelligence, we can live healthier and safer lives.

Main support is in the 64,000 - 64,500 range,
Resistance is immediately at 65,800 - 66,000.
If the resistance at 65,800 is broken, it will head up to 66,600; otherwise, there is a risk of retesting 64,000.
