Trump announced a diesel supply arrangement with Putin, under which Russia will supply 300,000 tons, 500,000 tons, and 1 million tons of diesel in October, November, and December respectively. The US simultaneously eased related sanctions, allowing Russian diesel imports until April next year, and Russia will also lift diesel export restrictions ahead of schedule.
The consensus reached by both sides is driven by practical needs. The US hopes to increase supply to lower transportation and agricultural costs, easing inflation and election pressures; Russia needs to expand energy exports, increase revenue, and seek room for sanction relief. The US exchanges market access for supply, while Russia trades energy for income and bargaining chips. When the cost of confrontation begins to affect each side's core interests, cooperation finds its foundation.
